Developer wins approval for retail at Meriden site, homes to be razed

MERIDEN — A Harwinton developer won Planning Commission approval last week to build a 9,100-square-foot retail building on the site of two existing houses at 60 and 66 Broad St.

Garrett Homes LLC filed a site plan application that calls for demolishing two homes in the commercial zone to build a retail establishment for an unnamed user. The property is along the west side of Broad Street, between Hall Avenue and Gale Avenue. 

Garrett Homes LLC has developed Dollar General stores in Woodbury, Prospect, and East Haven, among others, and recently won approval in Southington. 

“Right now the approval is for retail,” said Matt Bruton, an engineer with BL companies, who presented the plan for Garrett Homes. Bruton would not confirm Dollar General will occupy the new store.

The proposed site sits among residential properties and the two parcels make up 48,390 square feet. The proposal calls for a single curb cut from Broad Street and 31 parking spaces. 

The house at 60 Broad St. was built in 1850 and is owned by Vito and Barbara Abela of East Hartford, according to city records. The home at 66 Broad St. dates back to 1891 and is owned by Brian Chiz of that address.

Planning Department staff asked Garret Homes to make changes to the driveway configuration to allow safe movement of trucks pulling into the site. It also asked for changes to the 25-foot evergreen buffer. The approved landscape plan was revised, based on staff response, to include more visual and noise buffers to the residential neighbors.

According to public hearing minutes, a six-foot portion of the roof will be visible to neighbors on Gale Avenue before the plants mature. 

There is no record of neighbors speaking out against the project, despite receiving notifications. 

City standard conditions include a stormwater maintenance schedule, a bond, and a pre-construction meeting. 

“They added some architectural elements,” said City Planner Renata Bertotti. “Everything we talked about they addressed.”
