Cheshire council awards contract for $330k school bathroom renovation

CHESHIRE — The Town Council awarded a $330,000 contract for bathroom renovations at Norton Elementary School  to Millennium Builders, a Rocky Hill company, over the objections of another bidder.

The council voted 7 to 1 Tuesday in favor of Millennium Builders, the second-lowest bid received by the town. The company was recommended unanimously by the Public Building Commission.

The work, scheduled for summer, calls for the renovation of original bathrooms in the 70-year old school. Schools Chief Operating Officer Vincent Masciana said there is a seven week window for the work.

It’s the second round of bids for the project. Mark Nash, chairman of the Public Building Committee, said his group discussed the first round in executive session, which violated Freedom of Information rules, so he decided to do another round.

Fifteen companies submitted offers in the first bid and nine in the second. Diversity Construction Group of Cheshire was the lowest bidder in both rounds. The company completed a Cheshire High School locker room renovation project, but the experience led the building commission to recommend another contractor.

James Keaney, president of Diversity, spoke at Tuesday’s council meeting saying his company was the target of poor “opinion.” He said concerns about the locker room project were only made known to him after the job was complete and that he’s offered to meet with anyone unhappy with the work.

“I value my reputation, I value the work my company does,” he said.

Nash said the unanimous vote in favor of Millennium was a “strong statement.”

“Our commission voted last Wednesday. Unanimous vote, eight to zero,” he said. 

After Tuesdays’ meeting, Nash said there were about 40 change orders during the locker room project and the work cost more than originally planned.

Millennium was also chosen to build a new fire station on North Farms Road in Wallingford, which opened in late 2016.
